Draft National Policing Bill 2026 submitted for legal review
The Presidential Working Group has submitted the draft National Policing Bill 2026 and 29 consequential amendment bills to the Federal Ministry of Justice for legislative-drafting review and validation. The proposal would establish a dual structure of federal and state police services.
Why it mattersThe proposal engages constitutional allocation of policing powers, oversight, accountability, funding and transition arrangements. It remains a draft and has not yet been presented to or enacted by the National Assembly.
The Federal Competition and Consumer Protection Commission published draft amendments to Nigeria’s sales-promotion rules, including proposed changes to notification fees and administrative requirements. The public-comment deadline was and has now passed.
Why it mattersThe draft may affect how businesses structure, notify and administer consumer promotions. It remains a consultation document and does not replace the existing legal framework unless and until a final instrument is issued.

The new Act modernises Nigeria’s identity-management framework and strengthens the role of the National Identification Number in identity verification, authentication and database harmonisation.
Why it mattersDigital identity increasingly determines access to public and private services. Implementation will shape interoperability, institutional accountability and the handling of identity data.
The Act repeals the Electoral Act 2022 and provides the principal statutory framework for federal, state and Federal Capital Territory Area Council elections, including election administration, party nominations, campaign regulation and electoral offences.
Why it mattersThe Act governs the legal architecture for the 2027 electoral cycle and changes important timelines, procedures, institutional duties and routes for resolving electoral disputes.
INEC Regulations and Guidelines for the Conduct of Elections
INEC’s 2026 materials operationalise the Electoral Act through procedures for accreditation, voting, result collation, electronic transmission, supplementary elections and voting by internally displaced persons.
Why it mattersThe guidelines translate statutory rules into election-day procedures and are central to assessing transparency, digital safeguards, inclusion and institutional accountability.
The four-law reform package harmonises core tax rules and administration, establishes the Nigeria Revenue Service and provides for the Joint Revenue Board, Tax Appeal Tribunal and Tax Ombudsman.
Why it mattersThe reforms reshape tax administration across federal, state and local levels and affect taxpayers’ obligations, dispute resolution and institutional coordination.
The Act consolidates insurance legislation and introduces a modern framework for supervision, capital requirements, compulsory insurance, claims settlement, digitalisation and policyholder protection.
Why it mattersImplementation affects consumers, insurers and compulsory-cover regimes, including areas that intersect with healthcare access, professional risk and public welfare.

Why it mattersThe statute expands the modern regulatory architecture for capital formation, market integrity, systemic risk and emerging forms of investment activity.
Data Protection General Application and Implementation Directive

Editorial standard
How the monitor works.
This is a research and public-information service. Entries prioritise legal significance, relevance to the Centre’s fields and the availability of an authoritative source.
Official sources first
Acts, regulator publications, government notices and primary institutional materials are preferred over commentary and press summaries.
Status made explicit
Each item is labelled as enacted, in force or a regulatory directive. Proposals and pending Bills will be identified separately when included.
